The government's plans to send letters to people that download content online illegally threatening to cut them off are not the best solutions, according to O2.

The action being threatened against home broadband subscribers in the Digital Economy Act to protect copyright are a red herring, according to O2.

Although the internet service provider supports the principle of protecting copyright by taking action against illegal downloading, it does not believe threatening letters or cutting people off is the best way to tackle the problem.

In an open letter on the O2 Blog, head of home and broadband Felix Geyr suggests that the best solutions to the problem of illegal downloading will reflect the profound changes the internet has had on the way people work.

He said: "The real solution to unlawful file sharing ... is to come up with new products and services that give consumers the content they want, how they want it, and for a fair price."

His comments come as the managing director of online community Stereoboard.com, Nigel Sachdev, claims that digital downloading will remain the dominant format for music consumers for some time to come.
