A BT executive has criticised Ofcom's idea of advertising broadband speeds based on the averages provided by companies, rather than the 'up to' system currently in use.

Research by the industry body found that few consumers receive the headline speeds and suggested typical rates should be used in broadband commercials instead.

However, John Petter, managing director of BT Retail, claimed this would not be a good approach due to the variety between broadband lines.

He added that it may also lead to "digital exclusion" for some areas of the country.

"Enforcing typical speed ranges is also dangerous as it could encourage more ISPs to cherry pick customers who will increase their average, leaving customers in rural and suburban areas under-served," Mr Petter warned.

Ofcom did have some good news for BT in its report - the company's Infinity broadband package was found to offer the best upload speeds on the market.
